Notwithstanding any other evidence of intent, it is hereby declared to be the controlling
intent of the city council of the City of Asheville that if any provision of this
Code or the application thereof to any person, firm, or corporation or circumstances
is held invalid, the remainder of this Code and the application of such provisions
to persons, firms, or corporations or circumstances other than those to which it is
held invalid, shall not be affected thereby.
